On June 9, the Institute of Law and Human Rights (the Institute) conducted a training session on “Protection of Property Rights and the European Convention” for employees of the Sabail District Executive Authority. The event was organized with the aim of enhancing civil servants’ theoretical and practical knowledge in the field of property rights protection, as well as strengthening their awareness of the application of national and international legal norms.

In her opening remarks, Kamala Hashimova, Deputy Head of the Sabail District Executive Authority, noted that the right to property is one of the fundamental human rights and emphasized the importance of expanding legal knowledge and conducting awareness-raising activities in this field. Vafaddin Ibayev, Deputy Chairman of the Board of the Institute, then addressed the participants, stating that the right to property is recognized as a fundamental right in both national legislation and international human rights instruments. He noted that the Constitution of the Republic of Azerbaijan, the Universal Declaration of Human Rights, and the European Convention on Human Rights establish important legal safeguards for the protection of property rights.

As part of the training session, Hamlet Babayev, Head of the Human Rights Training and Expertise Department of the Institute, and expert trainer Heydar Hasan oghlu Aliyev provided the participants with detailed information on the protection of property rights under national and international law, the relevant protection mechanisms, and the case-law of the European Court of Human Rights. The cases examined by the European Court concerning property rights were also analyzed, and its established case-law and protection mechanisms were discussed.

During the session, participants engaged in practical discussions based on hypothetical legal scenarios, and their questions were addressed. At the conclusion of the event, certificates were presented to the participants.
