Beynəlxalq hüquq iki şəkildə Azərbaycan Respublikası (AR) daxilində münasibətlərin tənzimləyicisinə çevrilir. Birincisi, AR-in özü üçün məcburi hesab etdiyi beynəlxalq hüquq normalarının böyük əksəriyyəti AR qanunlarında və qanun qüvvəli aktlarında əks olunur. Bu zaman beynəlxalq hüquq normalarının məhkəmə təcrübəsində tətbiqi, sanki, gizli formada, məhkəmə qərarında konkret beynəlxalq hüquqi akta birbaşa istinad edilmədən baş verir. Məhkəmələrin qərarlarında məzmun müəyyən edilir, müəyyən beynəlxalq hüquqi aktlarla mahiyyətcə üst-üstə düşən və ya oxşar olan AR-in müvafiq dövlətdaxili hüquq normalarının mənası açıqlanır. İkincisi, AR milli qanunvericiliyinə çevrilməmiş, lakin onun beynəlxalq öhdəliyini təşkil edən normalar tətbiq olunur.
