Training sessions on “Protection of Property Rights and the European Convention” held at the Nasimi and Narimanov District Executive Authorities
On May 14–15, the Institute of Law and Human Rights conducted training sessions on the topic “Protection of Property Rights and the European Convention” for employees of the Nasimi and Narimanov District Executive Authorities. The purpose of the training sessions was to familiarize participants with the mechanisms for the protection of property rights within the framework of national and international law and to strengthen their practical knowledge in this field.
During the training sessions, Zahid Khalilov, Deputy Head of the Nasimi District Executive Authority, and Rufat Ahmadzade, Deputy Head of the Narimanov District Executive Authority, delivered remarks emphasizing the relevance of the topic and noting the importance of protecting human rights, particularly property rights, in the activities of state institutions.
Subsequently, Vafaddin Ibayev, Deputy Chairman of the Board of the Institute, spoke about cases examined by the European Court of Human Rights in this field. He informed participants about the judgments delivered by the Court over the past year concerning complaints lodged against Azerbaijan in relation to the protection of property rights. The Deputy Chairman emphasized that a total of 67 judgments in this category were delivered between 2007 and 2025, including 16 judgments issued in 2025 alone. A significant portion of these judgments concerns complaints related to demolition works carried out in the city of Baku and the expropriation of immovable property.
Later, Hamlet Babayev, Head of the Human Rights Training and Expertise Department of the Institute, and trainer-expert Heydar Hasan oghlu Aliyev delivered presentations on the topic. The presentations highlighted the concept of property rights, the mechanisms of their protection, as well as the importance of the proper application of legislation and the substantiation of administrative decisions in preventing legal disputes.
During the practical part of the training, participants were presented with a hypothetical legal scenario. Throughout the practical discussions, participants analyzed various legal approaches and evaluated possible solutions to problems encountered in practice. At the conclusion of the training sessions, participants evaluated the program and were awarded certificates.
