Chairman of the Institute Delivers Report at the Constitutional Court Round Table
On May 6, a round table dedicated to the 103rd anniversary of the birth of National Leader Heydar Aliyev was held at the Constitutional Court under the theme “The Effectiveness of National Mechanisms for the Protection of Human Rights and Freedoms as the Foundation of the Constitutional Legal System.” At the event, Mahammad Guluzade, Chairman of the Board of the Institute of Law and Human Rights, delivered a report entitled “Legal Scholars of Azerbaijan and the H-index.” He provided information on the initiatives implemented by the Institute to advance legal scholarships, facilitate the integration of the evaluation of scholarly activity. Particular emphasis was placed on the significance of the H-index as one of the principal indicators used internationally to assess the productivity and impact of researchers’ scholarly work.
It was noted that the “List of Scholars and Researchers in the Field of Law,” prepared by the Institute, contains information on 111 legal scholars and researchers. Among them, 27 possess an H-index, while approximately 37 percent of whom are affiliated with the Institute. Attention was also drawn to a number of practical support measures implemented to increase the representation of legal scholars in international academic databases.
Hamlet Babayev, Head of the Human Rights Training and Expertise Department of the Institute, subsequently delivered a presentation on “A Review of the European Court of Human Rights” 2025 Judgments Concerning Property Rights Cases Against Azerbaijan.” The report addressed the judgments adopted by European Court of Human Rights in cases concerning property rights violations against Azerbaijan, the violations identified in those judgements, as well as the Institute’s analytical findings and relevant statistical indicators.
